In an older form, this character was a combination of 雨 rain (here meaning “that which falls from the heavens”) and 彗 a non-general use character meaning “comet.” 彗 itself is a combination of a broom doubled for emphasis and a hand, so it symbolizes “clearing away.” Together they give the idea of something that falls from the heavens that can be cleared away, i.e. snow. The bottom portion of the character has since been simplified to ヨ.
