This character is a combination of 言 words/speak and 川 river. Here 川 is a phonetic element, expressing “order.” The original meaning of 訓 was “logical argument,” but came to mean “teaching,” and eventually “lesson,” “standard,” or “rule,” by association. It is also used for the kun’yomi of a character (which is the Japanese reading, as opposed to on’yomi, which is the Chinese reading).
